Scoring Progress: A Snapshot of 199 California Cities’ Fair Housing Plans

California’s Assembly Bill 686 (2018) requires local governments to affirmatively further fair housing (AFFH) by analyzing fair housing issues and addressing them in their housing plans, known as housing elements updated every eight years. This brief analyzes the implementation of this legislation in 199 California cities.
