Advancing Social Housing in Los Angeles: A Roadmap for Measure ULA

This study explores how Los Angeles can implement a sustainable social housing framework through Measure ULA’s Alternative Models program. It builds on a statutory analysis of Measure ULA, a review of existing literature on social housing, and comparative case studies from international cities such as Vienna and Paris, as well as a U.S. example from Montgomery County, Maryland. The paper analyzes how key features of these models — such as financial tools, governance structures, and land use strategies — might be adapted to fit Los Angeles’s distinct legal, financial, and housing market conditions.
