Recognizing the severe shortage of affordable housing in Los Angeles, Mayor Bass issued Executive Directive 1 (ED1) on Dec. 16, 2022 — just four days after her swearing-in ceremony. The executive order dramatically streamlined the approval process for 100% affordable housing, cutting what had been a multi-year approval process to 60 days. Private developers soon realized that a cooperative bureaucracy could be combined with state density bonuses to build thousands of affordable apartments without any government subsidies.
