Low-Income Housing, Low-Income Households, and Residential Mobility
Project Description
UCLA will form the primary research group responsible for executing a research project in collaboration with the California Housing Partnership (CHP). The project will answer two questions. First, what are the moving patterns of low-income households in the Los Angeles and San Francisco/Oakland metropolitan area neighborhoods since 2010, and have these patterns contributed to new configurations of racial and economic segregation? Specifically, we will describe the racial and socioeconomic characteristics of neighborhoods experiencing low-income out-movers (particularly those neighborhoods with high or increasing residential mobility that might be indicative of displacement) and in-movers (particularly those neighborhoods which are serving as frequent destinations). To the degree possible, the racial and socioeconomic characteristics of the people moving will be considered in this analysis.
Second, when households move into subsidized housing (specifically, Low-Income Housing Tax Credit, or LIHTC, units), how does their neighborhood quality change? In other words, when they move into and out of LIHTC units, do these households make moves that result in increases or decreases in neighborhood quality for them? We also seek to learn whether building new subsidized housing is associated with higher or lower rates of residential mobility (i.e., people moving more frequently into or out of the neighborhood where the housing was built).
