Charging Forward: HACLA's EV Lending Library for Economic Equity

Project Description

Access to dependable and sustainable transportation is an increasing challenge for low-income communities across Los Angeles. In response, the Housing Authority of the City of Los Angeles (HACLA), through the Clean Mobility Options Program, is piloting a new vehicle-lending library. This vehicle-lending library will provide critical access to electric vehicles for low-income, Section 8 housing voucher households who are part of the larger Family Self-Sufficiency program.

Throughout this pilot, participants will be able to borrow EVs from HACLA offices for short-term use and have access to a concierge system for further assistance. Project partners include Green Commuter, whose staff will operate the vehicle-lending library, and UCLA researchers who will evaluate the overall effectiveness of the program. Together, partners and this program aim to increase access to job opportunities and relieve the daily stressors that are associated with unreliable access to transportation in Los Angeles.
